Yes. No. My 360 slim appears to have the red ring of death! I attempt to boot up my 360 slim, and a green light displays around the power button for a few seconds (as it should), before the lights all turn red.

Ring of light quadrants flashing red/center light red To diagnose, hold down the sync button and press eject 4 times; Each time you press eject, a certain number of the quadrants of the ring will flash 4 lights signify 0; 1 lights signify 1; 2 lights signify 2; 3 lights signify 3 After a while, this would break causing a red ring. Bake a cpuple of 360's in the oven (250 for a few hours if I remember) and the solder would get hot enough to reform, and the substrate would settle back in. It would red ring again, so better cooling was recommended. 4. PopPopPoppy.Fix and Prevent RRoD. Wrap 4 sets of 2 pennies each in electrical tape. Apply a thin layer of thermal paste to the black RAM chips where the old pads were. Now, put the pennies where the old pads were, and apply the optional super glue to them (only a little) to help them stick when we put the case back together.
Ppl just need to get their facts right. "Red ring of death" is an indication of "hardware malfunction". Yes, is that vague. And it can go from a blown mosfet that prevents feeding the right voltages to different parts of the motherboard, to a dead chip like the southbridge, to a short on the USB ports, to a cold solder below the XCPU or XGPU, and so on.
